George Chen is a\npractitioner\u2013scholar with over two decades of experience across media,\ntechnology, and public policy. He is a Senior Fellow at the Centre for Civil\nSociety and Governance at The University of Hong Kong (HKU), where he has served\non the faculty since 2023. At HKU, he teaches Digital Governance and Society\n(POLI8034 \/ SLGP7018) for Master\u2019s students. Since 2025, he has also been\nDistinguished Visiting Professor at Schwarzman College, Tsinghua University,\nwhere he teaches Schwarzman Scholars each spring on the intersection of\ngeopolitics and technology.<\/span><\/p>\n\n

George\u2019s research\nspans comparative governance models for AI in the U.S., EU, and Asia, the role\nof government in technology and innovation, and the evolution of digital\ncolonialism. He frequently lectures in classrooms worldwide \u2014 from Taipei to\nBoston, Beijing to Tashkent, and Seoul to Ulaanbaatar. Most recently, he joined\nProfessor Jing Tsu\u2019s China in the World series at Yale University, speaking on\nAI governance, the geopolitics of technology, and the global race for digital\ninfrastructure.<\/o:p><\/p>\n\n

Before entering\nacademia, George was Meta\/Facebook\u2019s first and most senior policy leader for\nGreater China, Mongolia, and Central Asia. In that role, he acted as the\ncompany\u2019s \u201cambassador\u201d in the region, engaging governments on issues ranging\nfrom the digital economy and data privacy to freedom of expression and supply\nchain resilience. Earlier in his career, he served as Managing Editor of the\nSouth China Morning Post and as a foreign correspondent and special projects\neditor for Reuters.<\/o:p><\/p>\n\n

George earned his\nMaster\u2019s degree in International and Public Affairs (with distinction) from HKU\nin 2012, where he is currently a doctoral candidate researching misinformation.\nHe has been recognized as a Salzburg Global Fellow (2024), Visiting Scholar at\nNational Chengchi University in Taipei (2023), Yale World Fellow (2014), and\nadvisory board member at NYU Shanghai. In 2022, he was awarded the Mongolian\nPresident\u2019s Medal of Friendship, one of the country\u2019s highest honors for\nforeigners.<\/o:p><\/p>\n\n

Beyond academia,\nGeorge is a Partner at The Asia Group, where he chairs the policy consulting\nfirm\u2019s digital practice. He regularly appears on CNBC and other global media\noutlets. He is the author of three books and speaks Mandarin, Cantonese,\nShanghai dialect, and English.<\/span> <\/span><\/p><\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t
