Background and Introduction
Hung Yu-Chun, leader of Shengsheng Eel Company, has proposed a project in Kouhu Township, Yunlin County, Taiwan. The initiative focuses on activating local communities through eel product promotions, education, and human services, with the potential for economic development and community revitalization. Punan Village serves as the project's focal point. With its strategic location on Caisancho island and a population of 25,000 across 80 km², the village faces unique challenges, including hosting 11 remote rural schools that add intricacies to the educational landscape.
The project aims to diversify eel products beyond kabayaki eel, promote fish-eating education, collaborate with local fishermen, and match young adults with community industries. The project hopes to address unsalable eels, increase their added value, and reduce environmental burdens. The expected impacts include economic development, job opportunities, and support for returning youths while leveraging existing resources for sustainability.

Proposed Project Actions and Deliverables
- Develop two new products.
- Sell the products on at least five platforms, including e-commerce platforms.
- Collaborate or communicate with local fishermen and purchase eels from farmers for up to US$8,000.
- Participate in fairs and exhibitions, aiming to generate revenue of US$15,000.
- Collaborate on an educational program with at least one rural school.
- Establish connections with five local community industries and engage with five young adults in the community.
- Provide job opportunities and address the labor demand imbalance.
